Has any one else lost screen rotation after iOS 8.3 upgrade?

My iPad Mini 2 can no longer rotate its screen from portrait to landscape, or visa versa, after upgrading to iOS 8.3. Has anyone found are a way around this biug?

iPhone 5s, iOS 7.1.2

FIrst check & make sure rotation lock isn't on by swiping your finger up from the bottom of the screen to bring up the Control Center...make sure the bell with a line through it isn't highlighted.

If rotation lock isn't on, then try resetting your iPad by holding down the home & sleep/wake buttons simultaneously until the Apple logo appears then let go & wait until the iPad boots up normally,
