Air Port express blinking amber light and will not connect

My airport express has a blinking amber light and will not connect.

Also the airport utilities message States : conflicting DHCP Range?

AirPort Express 802.11n (2nd generation), iOS 8.3, null

What is the make and model number of the device that you call your "modem"?

I completely disconnected AE and used forget this device in utilities on my laptop. I then proceeded to reconnect as a new set up procedure and the AE is now working again. I proceeded and moved it to the guest house where Wifi signal was poor and the Airport utilities is still indicating AE has excellent connection. Problem maybe resolved for now.
