Can't change my account country to United States

Since updating my iPhone to 8.3 (and the recent Yosemite update on my Mac) I have not been able to change the country setting of my iTunes account.


When I try to do it on iPhone/iPad, and when I reach to the terms and condition agreement and click next, the agreement screen just goes away and nothing happens. When I try to do it through iTunes on Mac, it just gives me a generic "Cannot be processed please try again later" error.


I tried randomly changing to another country and that worked (Hong Kong). Just can't change back to United States.


Anyone else having the same issue?
