Apple Event: May 7th at 7 am PT
I received my Apple Watch Sports today and found that I was able to send messages to people close by (as in, same building) but not to people further away.
Specifically:
Watch > iPhone (on same wifi as Watch/my iPhone) sent and received okay
Watch > iPhone (not sure if on wifi at all) not sent
Watch > Samsung S5 (not sure if on wifi at all) not sent
Has anyone else had this problem? Is there a setting I have missed?

I turned off iMessage on my phone, turned the phone off and turned off my watch.
Turbed my phone on again and re-enabled iMessage, making sure to turn on "send as sms if fail", then turned my watch back on.

Yes that works. Send imessage off, I didn't reboot either, instant success
