OK so I have a working Apple ID and I can't sign in to the AppStore it just kicks me out when I try to sign in for no reason

What do you mean "it kicks you out"? When you go to Settings>iTunes & App Store and try to sign in your Apple ID, what happens?

I Enter my email and password and it just backs out of the sign in pop up but dose not state why it did it
When you indicate that you have a "working Apple ID" how do you mean that? Is it signed into other apps on your iPad?
Have you checked your Restrictions to make sure that you have the iTunes Store, and Installing Apps turned on?

Those don't use your AppleID. Their user directories are independent from the main Apple registry.

Settings / General / Restrictions.
If an adult or the corporate device administrator has enabled restrictions, it will need a code to change. Which is independent from the screen lock code or the AppleID password.
NO restrictions are on its when I go to sign in so I can buy free game I'm useing the same email for my gamecenter btw. And I enter the corect info and the game download things starts to swing then goes back to "GET"
Have you tried signing in with a browser on a known-safe computer to https://appleid.apple.com/ just to get the iGadget out of the picture and ensure you do have correct and proper access to your AppleID?

I Know my IDs all good it's just when I try and o sign in to it in the App Store
