I bought an ipad 4th gen off craigslist and it worked fine and didnt have the activation lock on it, so i bought it. When i got home and started messing with it though, i figured out i need the password for the icloud account to reset. Is there any way i can reset it? The guy who sold it to me didnt know the password. i already tried that.

The phone is, in fact, Activation Locked by the previous owner of the device. If the guy who sold it to you cannot provide the password to remove the Activation Lock, then return it for a refund. You will never be able to use it.

Its not a phone and it isnt locked at all. I can still use it and play games and do other stuff on it, but in order to reset it i need the password. There isn't anything i can do? hooking it up to itunes wont help?
It is Activation Locked. That is what happens when a device is Activation Locked. Everything is fine until you try to reset it, then you have to supply the iCloud Activation Lock password:

And it doesn't matter it is not a phone. All Apple mobiles use the same operating system and hence all have the same Activation Lock. Beware that you may have been scammed and sold a stolen device.
