- go to http://www.apple.com/support/itunes/ww

- click on your country's flag

- click on the Contact Support at the bottom of the left-hand column

- click on Contact iTunes Store Support on the right-hand side of the page

- then Purchases, Billing & Redemption

There isn't currently an iTunes Store in Iraq, so presumably you have a different country listed on your account. You have to be in a country to use its store (including in-app purchases), that is part of the store's terms - when you are in the country that you have on your account you should be able to contact support and get your questions reset.
