I keep getting this message "Could not load Desktop

Can anyone please assist here. This message keeps appearing whenever I try to access the preference and change my desktop or screensaver pictures.

"Could not load Desktop & Screen Saver preference pane."

System Preferences might not be able to open Desktop & Screen Saver preferences or Display preferences
