I Preordered a book on the ibook app, I got an email saying the book I preordered was ready to be read. Only when I went to check it said I never bought it then its saying I have to pay for it again. Does anyone know why this might be happening or what I might be able to do?

Have you now paid for the book ? Pre-orders are not paid for at the time of pre-ordering, you are only charged when they are released. If you don't have a payment method or balance on your account that covers the price of the book, then you will need to add one so that you can purchase the book - if it's compatible with your phone (some ibooks can only be read on iPads and Mac computers) it should then show in the Purchased tab in its iBooks app for downloading.
