why isnt my apple id not working

I'm trying to reset my iPad but i cant.

You're supposd to put in an id but this wont work. Im putting in my correct id and password but it says "this email cannot be used to unlock this iPad" and ive been trying for four hours and im starting to become impatient, ALOT!!!!!
