why won't all my playlists transfer to new laptop

I have recently bought a new laptop. Most of my iTunes music library has transferred across (via the cloud?). However, some of my playlists do not appear. can anyone suggest why this is and how I can retrieve them?

iPhone 4S, iOS 7.0.4
