Disable Setting Passcode on iPad?

Is is possible to disable setting a passcode on an iPad running iOS 8.3?

I have managed to disable Touch ID using Apple Configurator but I want to stop students from setting a passcode on our iPads.

I have searched the net and tried for a few hours myself and now I am asking you lovely people.
