iCloud Photo Library and Backup not uploading

I've recently purchased space on iCloud, I've activated "iCloud Photo Library" and after some troubles (I had to disable and enable few time) upload has been started,

but at almost 50 % upload has stopped, is at least 4 days that is hanging into 497 items to upload showing the status bar, I tried many different WiFis and device restarts with the same results so I decided to activate iCloud backup but also that one is not able to complete, actually it does not start at all.
