Shortcuts are not working

Shortcuts not working on mini iPad after latest update. Went to settings, keyboards, shortcuts. Clicked on actual shortcut (on the right side) and pressed "Save"

iPad Mini, iOS 8.3

I have an I phone 6S plus and text messaging shortcuts wont work. I put in the text replacement and all it says is "No Results" It will not allow me to add the short cut either

I can not add a short cut phrase
