charging uncomplete

i just updated my iphone 4s to ios 8.3 and having trouble while charging.

when i pluggged in charge it is charging and stops at 71% some time it stops at 65%.

i checked charger and cable everything is fine i tried to charge it by computer it is charging and stops at

71% but i can transfer files after that.

i changed my bettery at store and plugged in charge it is stops at 91% plz anyone give me a solution??
