My storage is full even though I am constantly deleting things. I can't figure out how to properly back up to iCloud and it won't let me update my software due to lack of storage. I am going in circles trying to figure this out. HELP!

Plug your phone into your computer and update using iTunes, it requires far less space that way.
I actually don't have a computer and I've never really used iTunes before. If I can get to one outside of the one I use for work, what would I do once I log into iTunes?
The computer must have a copy of iTunes and it must be logged into your iTunes account. This will lock your account to that computer for 90 days, ask the owner of the computer if that is OK (assuming that you are also OK with that)
Or take it to an Apple Store, ask for help.
Will do, thanks. After I've updated the software does that free up storage? Can't I also just sync my pictures from my phone to my iCloud account that way?
Updating does not free up storage, and updating 'over the air' requires far more space than vis iTunes,
You have filled your phone, and just like your purse you have limited choices. Buy a bigger purse (phone) or take stuff out of it.

That will also not free up enough space, the pictures are still on your phone (albeit smaller than the originals)
Your iPhone is filled up, empty it or get a bigger one.
I recently deleted about 400 pics, I delete old texts/call logs/etc. After I back everything up to my iCloud I will delete everything else that I don't need on my phone. I can back up to icloud using a USB, right? Sorry, I'm not totally computer savvy.
