Handoff, imessage and old iphone

Hello all,

I recently bought a new iphone 6 to replace my iphone 4s. I took the 4s off my cell service and basically use it as an ipod touch at home. Both phones are connected to wifi so when my phone 6 rings, so should the old 4s. However,

1. When my 6 rings and i answer it, the 4s would keep ringing and ringing. I tried many methods to fix that (turn features and devices on and off, etc.) but it would keep doing it for some reason.

2. I have a hard time signing into imessage and facetime. i have renamed the device and signed onto the icloud but its stuck on waiting for activation.

Any help would be appreciated.
