Q: trouble syncing iphone with outlook calendar

I bought a new HP Pavillion 23 with windows 8. I am having trouble syncing my outlook and my iPhone. Calendar and Contacts won't sync. I think this is an easy fix, just haven't stumbled upon the answer yet. I assume it's an icloud setting issue or a sync over wifi issue....

Please help.

iPhone 5, iOS 8.3, windows 8
