background app refresh button doesn't work

After upgrade to IOs 8.3, the background app refresh button doesn't work anymore. I cannot manage the setting now. How can I solve this issue?

iPhone 6 Plus, iOS 8.3

Try a reset first.

Close all open apps by double-tapping the home button, then swiping up and off the screen with the app window (not the smaller icon).

Reset your device: hold down the home button along with the sleep/wake button until the screen goes black and you see the Apple, then let go. (No data loss)

Thanks for your advice. Tried but it's the same. Just wondering if there is any other place which locked the function?

Check under Settings > General > Restrictions. Background App Refresh is listed under there.
