Can my dad keep my old Apple ID and I create a new one

Keep the old one since it's set up in your name. Let your dad get the new one. Much simpler.

Sure. Just log out of iCloud, iTunes & App Stores, iMessage, Facetime, and Game Center. Then log in with a new Apple ID. You can link the new ID to your Dad's under Family Sharing and still share content.

I will agree with Kappy on this one, it would be easier to set up a new one for a new user, but you could have him sign in to your old apple ID in the app store and itunes and that would give him (Dad) access to that ID.
