Q: My iPhone 4 get stuck on Recovery mode during Restore and there is a 3194 error massege

Error 3194, Error 17, or "This device isn't eligible for the requested build" - Apple Support

I would try the following steps, try again after each step

•disable all security software

•uninstall all security software

•uninstall and reinstall itunes and all related components

Remove and reinstall iTunes and related software components for Windows Vista, Windows 7, or Windows 8 - Apple Support

•try on a new user

•try on a different computer (actually do this first if you easily can)

if nothing works of that maybe bring into an apple store and they can attempt to restore it on one of their macs
