Forgot Iphone 5c passcode

My sister forgot her iphone 5c passcode, or so I'm told. I've been trying to reset it but so far no luck, each time I thought i successfully reset the Iphone it doesn't work and keeps asking me for the passcode. I've been read somewhere that says that it has an activation lock and you can't bypass that. So is my sisters phone a paper weight or can this be fixed. IMO if this bricks the Iphone then that's a really ****** way of making 500+ dollar devices.

If the iPhone is asking for an AppleID and password that your sister does not know, you have indeed

met Activation Lock. Find the receipt that proves your sister is the original purchaser of the iPad

and have her take that receipt, government issued photo ID and the iPad to an Apple store where they

may be able to assist her. Make an appointment first to avoid delay.

Where - what retailer in what country - did your sister purchase this iPhone from? What country is she in

now? What makes you think the iPhone is Activation Locked? If there is an error message, what is the

exact complete wording of the error message?
