It sounds like you want to change the country of your iCloud account, and continue using the same account/email. You should be able to do that without issue using the following article:
Change the country of your iTunes Store, App Store, iBooks Store, and Mac App Store account
If for some reason you cannot change the country, this article might shed some light as to why not:
