There are many people with Photos desperately trying to go back to iPhoto. If you don't want to use iPhoto anymore simply remove it from the dock and ignore it.

It's not a copy. You have two libraries, one for each app, but they are both managing the same photos. So if you delete one you won't get any disk space back.
To delete drag the item to the trash and empty it.

I can delete all the pics and video from the iPhoto library individually or in groups until there is nothing left in the iPhoto library and this will give more of my memory back without deleting the app itself Terence?

AN iPhoto installation is two parts: the app (in your application folder) is the software and the Library (usually in your Pictures Folder) is where your actual images are.
Photos is exactly the same: two parts, application and Library.
You can delete the app and not the Library, delete the Library and not the app and so on.
Now the complicated part:
You have your photos on the HD. It looks like you have two sets: one in the iPhoto Library, one in the Photos Library.
You don't have two sets. You have two libraries but they point to the same files.
So, if you delete the iPhoto Library you will get no space back because they are also used in Photos.
If you want to delete the iPhoto Library, just drag the whole thing the trash.

What is being said is there is no reason to delete anything as it will not save much space - see Photos saves disk space by sharing images with your iPhoto or Aperture libraries - Apple Support
You can trash the iPhoto library and you can trash the iphoto allocation but there is no reason to and if you ever want them back for any reason it will be very difficult, maybe impossible so it is best not to delete either -- maybe in six months if you are hay with Photos and are then sure you no longer want or need iPhoto - but even then it will not save much space
