No, it is not incorrect. The two libraries share the same files using hard links. It just looks like they are separate files in Finder but that isn't true.

While you are waiting, import new photos first to iPhoto and add the locations there. You can write the GPS tags to exported image file, if you export as "Kind JPEG" and enable to include the location data.

It is really hard to understand, why it is not possible to add location tags or even to correct wrong location tags, since the basic organization of the Photos library depends heavily on location data. It is not easy to find anything in the moments, if no location is shown.
And Aperture and iPhoto had the Places feature since many years. With Photos Moments it could be much more useful, than it has been in iPhoto or Aperture.
