    Does each have their own library? Are the multiple administrators on the same Mac? If not are they all running the same system?

    Photos is at the system level and is available to all users on the Mac - each user will have their own library - if they all use the same Apple ID and all use iCloud Photo Library then the library is in iCloud and accessible by all
