can't delete application. delete sign disappea, how to fix?

I'll pretend you have a iPad. If it's a preinstalled app it can't be deleted so it won't have an x. If it's an app you installed and it doesn't have an x after you hold your finger on it go to settings> general> usage> storage> manage storage> look for the app> delete.
