voice memo on iPhone 5s stuck in 'saving' loop

My recording says 'saving' but does not complete the save. I cannot access the 58 min interview I have recorded.

I can play other recorded memos. I have tried closing and reopening the app but nothing seems to work. It has now been trying to save for over 2 hours.
