It will not let me chose none as a credit card option, what do I do?

please help, I have been trying to figure this out for days

Change or remove your payment information from your iTunes Store account (Apple ID)

Create an iTunes Store, App Store, or iBooks Store account without a credit card or other payment method - Apple Support
