scroll feature does not work on windows

I have a boot camp installed Windows Server 2012 R2. And I have a magic mouse with my MacBook Air. When I use that magic mouse on Mac, everything works fine. But when I use this magic mouse under Windows Server 2012 R2, the scroll feature does not work. I can only drag scroll bar for scrolling.

I want to know why.

Anyone know this? Thank you.
