iPhoto Library First Aid

The only way I can get Photo Library First Aid to appear is by creating a new library contiaining no files. How do I get iphoto connected to the corrupt library to make repairs?

iPhoto '11, OS X Mavericks (10.9.5)

When I open iPhoto I get a window prompting to connect to an existing library or create a new one. No libraries appear in the window so I go to connect manually and try to connect my default library and nothing happens. This leads me to believe my default library is corrupt. So if i close iphoto and reopen while holding down the option and command keys, no photo library first aid window appears. After several attempts i created a new library from the prompt window when opening the program. After I create a new library I close the program and open while holding the option and command keys down and I get the first aid window. In summary, i am connected to an empty library and can't connecto to my original library with 1500+ photos to run the iphoto library first aid on.
