I just purchased Garage Band 10.0.3. Does Apple refund the purchase price since I had GB 6.0.5? Thought someone mentioned this in the comments on the Apple Store page about GB.

no, GBv10 is an upgrade, rather than an update. updates are free, upgrades typically cost something.
btw, when you install GBv10, GBv6 is not removed, it is simply moved to a folder within your Applications folder. GBv6 offers some features the v10 lacks, so it is wise to keep both versions.
