I Updated to ios3 on my iPad and iPhone 6+ . On the iPhone Keynote will not install. What is the problem as it is ok on the iPad, both mini and iPad 2

Hi all, I have same problem on my Ipad air 8.3ios keynote install icon shows watches till 3/4 and stop for many days. if i touch to the icon it shows waiting and icon is more transparent. App can't be deleted, after reboot also, if i start install it again in the appstore "get" icon the problem repeate.
store on ipad has more than 11gb free.
I can't use keynote on ipad please help
