Photos not syncing with iCloud

Just imported all of my photos to the new photos library. Set up iCloud with 500GB of storage, followed all of the instructions and have all the settings correct. Restarted computer and left overnight and only the photos that I imported directly from a device (a Samsung phone) are actually on the cloud. The main import I did from my pictures folder on my Mac are not on iCloud. Very frustrating as I paid for the extra storage as a backup solution.

Any ideas?
