After upgrading my iPhoto library to Photos in my wife's account on our shared mac I moved to my account so that I could also use our shared photos. When I tried to open photos it said photos was unable to repair permissions. Photos still seems to work in my wife account. Does this mean the end of sharing all our photos together?

Are you sharing the same library? If so, it needs to be on an external disk, formatted Mac OS Extended (Journaled) And set to ignore ownership and permissions.
Hi Terence, we do share a library on the mac disk. I do have and external disk formatted correctly but I'm unsure how to turn off ownership and permissions. Can you help? Will this process risk the data on the disk?
Select the Disk in the Finder and go File -> Get Info. You'll see the check box at the bottom of the window:

Can this be made to work using a disk image (preferably a dynamically sized sparsebundle) on a local disk instead?
Yes. Or a partition. Or basically any volume that you can disable ownership and permissions.
