After installing iOS 8.3 on iPad Air, there doesn't seem to be a way to close SafarI. The last tab remains open and safari returns to it the next time safari is used, even after using the double click home button and swiping safari closed.

HI, Yes I've found the same thing. My workaround is to quickly open another page which allows you to close the previous page and exit safari with just your home page...
You can close all (or the last Tab) by touching the "stacked page" icon at the upper right. Touching the "X" on each thumbnail page will close it.
Thanks. Since posting my question, I have discovered this work around. It is an extra step, but it works.
Thanks Jim. I think they've rather over refined in the updating process!
After installing 8.3 on iPad Air, last tab on safari remains open.
