Hello Sean Jacobs,
As I understand it your phone is at the Apple logo with a progress bar beneath it and hasn't made progress in over an hour since you used the Erase all Content and Settings function. According to this article you may need to reset the phone if it still hasn't made any progress at this point:
Apple logo with progress bar after updating or restoring iPhone, iPad, or iPod touch from backup
If the update or restore never completes or your device is unresponsive, reset your device.
