The late 21.5" 2009 iMac does not support Target Display Mode. This means your only alternative (assuming you want to keep trying) is to use a software solution called ScreenRecycler. However the performance will be slow. Please use Google to locate ScreenRecycler.
This question is asked very frequently so please don't ask if there are any other solutions, there are not.
