Actiontek V1000H is a modem/router, also known as a gateway. It combines the functions of a separate modem and separate router in one package. So, your Actiontek is acting as the router for your network.
The AirPort Time Capsule is also a router, so as it stands you have two routers on your network both trying to fight for control of devices. On a simple home network, you only want one device to act as a router providing DHCP Services (IP address assignments to all devices) and NAT services (sharing an Internet connection with multiple devices).
So, with two devices both trying to provide NAT services for the network......you have what is known as a Double NAT.
Since you only want one device acting as a router on a network......and the Actiontek is already doing that.....you would want to turn off the routing services on the AirPort Time Capsule so that it will allow the Actionteck device to act as the router for the network. In order to turn off the routing services on the AirPort Time Capsule, it needs to be configured in what is known as Bridge Mode.
To do that, open AirPort Utility
Click on the AirPort Time Capsule
Click Edit in the smaller window that appears
Click the Network tab at the top of the next window
Change the setting for Router Mode of DHCP and NAT to now read "Off (Bridge Mode)"
Click Update at the lower right of the window and allow a full minute for the Time Capsule to restart
You should now have a nice green light on the AirPort Time Capsule, so both issues are resolved.
It is probably not necessary, but it would be a good idea at this time to power off the Actionteck and Time Capsule.

You should be all set with the simplest way to resolve your issue(s).
The other way to resolve your issue is a lot more complicated. That would involve reconfiguring the Actiontek modem/router to act only as a modem and not a router at all. That may or may not even be possible with the Actiontek, but if it is and you do this.....then.....you can have the AirPort Time Capsule act as the main router for the network and you would change the setting for Router Mode back to DHCP and NAT.
