error 9 iPhone 5

iphone 5 iOS 8.3 it shut off and shows the iTunes logo try to update and get the error 9 try the troubleshooting steps and it did not fix anything. is the anything to fix it. thanks for any help.

Turn off all security software norton, mcafee, windows firewall, etc

are you using the usb cable that came with the device or a third party one?

You can also try another usb port on the computer and/or another usb cable if you have one.

Is the itunes software the most current version?

You can also try to restart the phone by holding down the home button and the sleep/wake button at the same time to see if that helps.

Did this issue happen during an update or after an update? Or did the issue just happen randomly?

itunes 12.1.2 current version, tried the restart and it did not fix it, thank you. the issue happened after a week on the new update of 8.3
