Seems like since I updated my phone with the latest update the screen jumps all over the place. It is really becoming annoying. Also I have noticed that occasionally the screen scrolls all the way down leaving a black area at the top of the screen

Reset it: Hold down the home and sleep buttons, wait for the Apple logo, let go of the buttons.
Have tried that. Will go away for a time then come back. Tried turning off settings under accessibility and that does not change. Have turned off zoom and tried changing the size of the icons
I missed that you tried all those things in your original post.
Have you tried Restoring from your backup in iTunes? If that didn't work Restoring as new?
