can't enter credit card info

I just made a new Apple ID on my Dell xps 13 ultrabook Windows 8.1 Computer with intel core i5 processor. I open ITunes and sign in. it says "to review ITunes" so I agree to a document. Then it tells me to enter the credit card information. I click the bar to enter the number and it does not do anything! Please help.
