Insert a sim card from the carrier that it's currently locked to, or contact that carrier and ask them if they can unlock the phone so that you can use it with the carrier whose sim that you currently have in it

Ask the seller or call AppleCare and give them the serial number.

ONLY the carrier it is locked to can authorize unlocking it. In most cases, if you are not a current or former customer, they will not do so. In many cases, if the phone is not active on that carrier's network, they will not do so.

If it was not advertised in the auction that it was carrier locked, return it and get your money back.
