I lost access to keynote after I have updated my iPad to iOS 8.3. The keynote icon is dimmed and showing the word "waiting...". Can anybody help?

Try going to App Store > Purchased and see if you can activate it from there.

I checked it and no activation is required at Purchased. Just the OPEN tap Is available.
So what happens when you press "Open"?
Actually nothing the app doesn't respond
Open Settings->General->Usage->Storage->Manage Storage. A list of all your Apps is there. Scroll to Keynote & select Delete.
Now open the App Store & try to redownload it.
Where are you going for "Open Settings-" It is not on any Apple Store or Keynote Menuitem.
I meant tap on the Settings icon on your Home Screen.

what happened when I was redownloading the Keynote app is it freezes downloading at almost 60% .
I Think there is a problem or missing files in the new iOS 8.3. I doubt I can down grade to iOS 8.2, can't I ?
No, you can't downgrade.
Try resetting the iPad by holding down the home & sleep/wake button at the same time until the Apple logo appears then let go & wait until the iPad boots up.
Now, see if you can download the app.
If not, then try doing a general reset
Tap on the Settings icon, tap General->Reset->Reset All Settings.
Rebooting your router/modem may also help & rule out any wifi connection issues.
When your iPad reboots you will have to log back into your wifi network(s) & customize some settings again but you will not lose any data.
Now try re downloading Keynote again.
