unable to signin an icloud account with my apple id, message shows apple id is valid but no iclould account. please help

If you have already created an iCloud account on a Mac or and iOS device you can sign into it in the Windows iCloud Control Panel. However, if you have not previously set up an iCloud account you cannot do so on a Windows PC, only on a Mac or iOS device.
