please help me

1.my iphone was closed by someone and i cannot open it ，i need his apple id and activate the phone .

2.so if i need open my phone i need pay ￥300RMB .i know if pay him ,he will come back again to close my phone .i am just a student and i cannot give he the money.this is crime.i need help.

4.by the way , i am a chinese girl.maybe the english is wrong.please read it and send e-mail to me please !!!!

5.so the system is "ios8.1.3"

6.i go to the apple shop and they said it can not restore.if i want this iphone it is need replace the mainboard.
