how do I remove a device from my iCloud account

My 5c iPhone is broken so unable to gain access to the settings, after getting a new 6 iphone my iCloud account is now telling me it is full,it is still showing that i now have two phones on this account.The 5c will not power down all I have is a black screen, any help please !
