It appears to be a solder bridge. Why do you ask?
If the missing component indicated was in fact a fuse, and I have no reason to believe that it was, and if that fuse opened due to excessive current, and if that open fuse was subsequently bridged by solder, then the components or system it was designed to protect are certainly damaged and a lot more work is required than simply replacing the fuse.
Component level circuit board repair is a lost art, and would be challenging enough even if we had accurate schematics... which we do not have.
