My photos won't automatically upload to Photos.

Photos on my iPhone 6 will not upload automatically to my iCloud Library. Some of them uploaded then stopped. Same on my iPad. It just says "1070 items to upload" in my phone; and 19 items to upload in my iPad. I have plenty of iCloud storage, so I can't figure out what the holdup is. They've been waiting to upload for two weeks.

I have the same issue. It has been stuck at "3425 Items to Upload" for weeks.

iPhone Info:

iPhone 6

Software version: 8.3

2.5 GB available space on the phone.

161 GB available space on iCloud.

I tried the following based on previous posts:

leave the Photo app open
turn iCloud Photo Library off and then on again.
restart phone.
