iPhone 6 keeps consuming storage, goes to 0bytes after deleting

Any idea what's causing this? I have an iPhone 6 and i on vacation so i can't restore my phone.

I have a 64 gb phone, photos say it takes up 23gb, messages 2gb, the remainder of apps 2gb. This does not even get close to 64gb.

I deleted a ton of pictures and apps, my available went to 800mb free then after about 1 hr it was at 0!

i Turned off iCloud for photo sync, my available went to 1.2gb. Then shortly after I'm now back at 0 from the phone just sitting.

i Killed all apps, restarted. I'm just at a loss why this phone keeps eating my memory up.

any ideas what else to do?
